The USAID Vietnam e-Government Capacity Building Program shared the experience related to e-government program design and implementation at the “Taiwan International and Cooperation Development Fund (ICDF) and USAID Training on e-Governance and Cybersecurity Workshop,” organized by US-Support for Economic Growth in Asia (US-SEGA) and Taiwan ICDF on October 5 and 12. The Vietnam e-Government Program was highlighted as an example of good practice in e-government design and development.
During the discussion, the Technical Team Lead, Dr. Peter Lovelock, elaborated on the construction of the work plan, the components of the program, and the current delivery of Vietnam’s digitalized Administrative Procedures. Discussion focused on the importance of a flexible approach to successfully address challenges and adapt to the shifting skill sets required for a multi-functional digitalization program.
Being able to share and learn from similar experiences in large digitalization and e-government programs has been shown to be a crucial element of success in implementing technical assistance programs in a complex digital environment. The discussion offered opportunities for USAID and Taiwanese government officials to learn lessons from previous programs, and to provide a practical set of guidelines. The experiences of the Vietnam e-Government Program’s early progress is already providing a rich set of learning resources and a good model for future deployments of additional USAID support in this field.
