Overview
This chapter establishes the policy directives and required procedures for USAID’s training and career/professional development programs. The programs covered by this chapter include those sponsored by the Office of Human Capital and Talent Management, Center for Professional Development (HCTM/CPD), as well as specific training programs sponsored by other Agency Bureaus and Independent Offices (B/IOs). The overall authority for agencies to establish and conduct training programs are 5 CFR 410.301 and 5 U.S.C. 4103.
