Today, the United States Agency for International Development (USAID) launched the Competitive Procurement Center (CPC) during the Asia Low Emission Development Strategies (LEDS) Partnership Forum held in Bangkok, Thailand. The CPC will be a one-stop-service and focal point for the dissemination of best practices and provision of technical know-how for the competitive acquisition of clean technology, clean energy systems, and associated services. The launch marks a significant step forward in accelerating clean energy deployment in Southeast Asia and fostering transparent, affordable procurement practices. Over 100 participants from public, private, and non-governmental organizations joined USAID and partners to celebrate this milestone.

"With the launch of the Competitive Procurement Center, USAID is reinforcing our commitment to accelerating clean energy adoption in Southeast Asia. By enhancing transparency and streamlining procurement practices, the Center will play a crucial role in fast-tracking the deployment of cutting-edge energy technologies and achieving our regional energy objectives," said Michael Ronning, Mission Director of the USAID Regional Development Mission for Asia.

USAID Southeast Asia Smart Power Program has awarded a $1.3 million grant to its partners, ICLEI – Local Governments for Sustainability, Creagy Company, SuSca Group, and the World Resources Institute to establish and implement the CPC. Based in Bangkok, CPC will provide essential resources, including case studies, market evaluation, global best practices, and procurement guidelines customized for regional interests and needs. ICLEI acts as the CPC Secretariat. 

The partners are establishing a user-friendly procurement storefront website, which will serve as a primary interface for clients and offer access to comprehensive research outputs, best practices, and a portal for tailored technical support services. A Leadership Council, an advisory committee comprised of power industry participants, will steer the CPC’s research and operations, ensuring alignment with market needs and priorities. 

The Center will facilitate at least two auctions through expert technical assistance until March 2026. Furthermore, CPC will develop a pipeline of technical assistance projects with a potential capacity of 1,000 megawatts by improving the procurement processes for energy infrastructure assets. CPC will provide short-term technical assistance to stakeholders across the region to foster competitive procurement.

Through innovative financing, strategic partnerships, and technical assistance, the CPC is committed to promote market-driven energy solutions and contribute to advancing accessible, dependable, low-carbon energy sectors in Southeast Asia, helping the region achieve net-zero greenhouse gas emissions by 2050. 

The establishment of the CPC is part of the initiative of the USAID Southeast Asia Smart Power Program, a flagship clean energy initiative of USAID’s Regional Development Mission for Asia.
