Attached are the U.S. Agency International Development's (USAID) 2023 Annual Employee Survey (AES) results from the 2023 Federal Employee Viewpoint Survey (FEVS) for the direct hire workforce. This year’s 46.7% participation rate was a 4.2% increase from the previous year. A total of 1,983 respondents was a 12.1% increase over the previous number, in part through an increase in the size of the direct hire workforce at USAID, and in part due to the increased overall participation rate. USAID exhibited strength in 59 of the 90 core "strength" items, with positive response rates of 65% or higher. The remaining 31 areas were identified for improvement, with only three items considered challenging, scoring more than 35% in the negative. These challenges pertain to workload issues, timely work delivery, and employee involvement in decision-making. The survey also revealed a decline in workforce engagement, including a 4% decrease in the Employee Engagement Index, a 2% decrease in the Performance Confidence Index, and a 2% decrease in the Global Satisfaction Index. USAID values the feedback received and is committed to addressing these challenges while building on its strengths to enhance overall workforce satisfaction and engagement.
