Specifically, the plan outlines the assistance and technical expertise USAID will provide to help combat the pandemic, strengthen public health capacity, provide urgent relief, and address compounding impacts that imperil recovery and sustained development.

The 2021 USAID implementation plan describes the interventions that USAID has employed to address the challenges of the COVID-19 pandemic. The 2023 addendum does not change USAID’s tactics or strategies; rather, it enhances our approaches through accumulated practice and focuses our efforts on implementing the updated objectives articulated in the 2022 U.S. COVID-19 Global Response and Recovery Framework.
