This briefing paper supports United States Agency for International Development (USAID) Democracy, Human Rights, and Governance (DRG) personnel, as well as the broader DRG community, to understand issues the main cybersecurity threats, risks, tactics, and threat actors related to voter registration processes. The paper also outlines potential measures to mitigate these threats and risks.
