ES3 (8/2023-8/2028) is a global USAID mission support contract providing on-request support to implementation of USAID's environmental and social (E&S) safeguards and related program cycle requirements to any mission or operating unit (OU) that wishes to buy in for ES3 services. This includes support to legal and policy mandates such as 22 CFR 216, ADS 204, FAA 118/119, and ADS 201mat and ADS201mal, among others. ES3 also supports the maintenance of USAID's environmental procedures website and environmental compliance database (ECD).
ES3 offers a consistent, quality approach to safeguards support across the Agency. It is intended to minimize duplication of systems and efforts, facilitate sharing of lessons learned, reduce compliance risks, provide training, facilitate capacity building and reduce transaction costs of missions and operating units that seek access to E&S safeguarding and related services. USAID’s Bureau for Resilience, Environment and Food Security manages ES3.
