This memo summarizes the methods, comments, and outcomes of the public comment period for the United States Agency for International Development’s (USAID) Local Capacity Strengthening Policy (LCS), formerly Local Capacity Development Policy. The Agency received substantial comments on the policy during the public comment period, this memo does not detail USAID’s responses to each comment, but rather summarizes the main comments received by cross-cutting theme and how USAID revised the policy in response to these comments. Please refer to the final version of the LCS Policy for all the changes USAID made during the review process.
