USAID’s Goal in Peru for the strategy period 2020 - 2025 is that Peru more effectively leads and finances shared strategic priorities through increased capacity to combat illicit activities and corruption, empower marginalized populations, and address climate change. Remarkable economic and social progress in the last two decades has elevated Peru’s position as a trusted U.S. ally in the region. To ensure sustained growth and social advancement, especially in the wake of the COVID-19 pandemic, Peru must continue to address limitations in government effectiveness, corruption control, and containing illegality, while consolidating political stability and advancing the country’s climate goals -- and USAID will remain a steadfast partner.
In line with Peru’s development goals and U.S. foreign policy, USAID will help Peru reinforce its capacity to address joint interests and priorities of our two nations. These challenges include: the threat posed by illicit drug trafficking, making Peru the world’s second-largest cocaine producer; the extent of corruption, documented by Peru’s low position in integrity and international corruption indexes; the devastating impact of environmental crimes on conservation and management of Peru’s vast natural resources, especially in the Amazon; and the increased strain to government’s basic services due to the population inflows from Venezuelan migrants and refugees.
Given Peru’s comparative progress and sizable domestic resources, USAID’s role has shifted from directly financing support for targeted services and populations to providing specialized technical assistance for the Government of Peru and other Peruvian actors to better allocate and utilize their own resources. To advance the CDCS goal, the Mission will pursue a vision for a Strategic Partnership that emphasizes new roles for USAID/Peru to engage, connect and support Peruvian leaders in government, private sector and civil society to mobilize resources, transform systems and institutionalize reforms that address mutual challenges.
USAID will collaborate with Peruvian partners to pursue four objectives:
- Peru expands sustainable economic and social development in prioritized areas affected by illicit coca production;
- Peru improves democratic systems for transparent, inclusive, and accountable governance;
- Peru increases climate resilience; and
- Peru strengthens socio-economic integration of Venezuelan migrants and refugees.
Independent of this CDCS framework, USAID/Peru has responded with new resources to reduce and mitigate the effects of COVID-19 in Peru. Additionally, USAID’s bilateral program in Peru is complemented by two South America Regional programs: the Amazon Regional Environment Program and Support for Venezuelan Migrants.
