The Office of the Chief Economist (OCE) has a Leader with Associates (LWA) cooperative agreement, known as Promoting Impact and Learning with Cost-Effectiveness Evidence (PILCEE), with the Center for Effective Global Action (CEGA) at the University of California, Berkeley as the prime implementer. PILCEE has a robust ceiling for Operating Unit buy-ins to the leader award as well as new associate awards that align with PILCEE’s objectives. Please contact OCE for more information. This page will also be updated regularly with more information as PILCEE begins implementation.

PILCEE is an integral part of OCE’s broader multifaceted strategy for enabling greater use and generation of cost-effectiveness evidence in Agency programming.

About PILCEE

PILCEE aims to achieve the below two results across USAID’s development and humanitarian outcomes:

  • Increase the use of contextually relevant cost-effectiveness evidence in USAID strategic planning, policy-making, activity design, and implementation; and
  • Increase the generation of cost-effectiveness evidence through high-quality randomized evaluations of USAID programs.

Recognizing that evidence use and generation work best in tandem, PILCEE is designed to engage academics and non-academic research, policy, and learning institutions to achieve these Performance Objectives:

  1. Strategic planning and policy-making
  2. Activity design and implementation
  3. Impact evaluation scoping and related research design
  4. Impact evaluation
  5. Evidence dissemination and capacity-building
