Development in a Digital Age
The USAID Digital Policy provides the vision for the Agency to work towards a future where digital technology promotes inclusive growth, fosters resilient and democratic societies, advances human rights, and empowers all, including the most vulnerable.
The Digital Policy aims to prepare USAID and our partners around the world to keep pace with rapid change, adopt digital technologies responsibly, embrace democratic values, bolster information integrity and resilience, engage in strategic competition to counter authoritarianism, and decisively accelerate development progress and humanitarian response using digital technologies.
Goals
Build
Propel positive development and humanitarian outcomes through an infrastructural approach to digital technology and services.
Transform
Evolve the digital approach of USAID and our partners through proactive improvement of knowledge, skills, policies, and technology.
Protect
Promote privacy, security, transparency, equity, and human rights in USAID programming and across the broader digital context.

Invest time to understand local contexts, this will help prevent unintended programmatic consequences.
Put People First and Respect Human Rights
Address existing power structures and embrace “do no harm” principles when adopting new technologies to avoid entrenching the status quo and further harming the most marginalized.
Strengthen Local Digital Capacity, Infrastructure, and Partnerships
Support inclusive workforce training, foster digital literacy, and promote peer learning; invest in common shared resources; and engage in responsible local partnerships based on shared values.
Embrace Innovation and Adaptation
Prioritize intentionality over speed and a multistakeholder approach centered on local needs.
