The Ukraine National Initiatives to Enhance Reforms (UNITER) sponsored by USAID and managed by Pact with local actors initiated an inclusive, market-driven approach to the provision of capacity strengthening in Ukraine, benefiting hundreds of local civil society organizations (CSOs) while positioning a local organization, ISAR Ednannia, to assume ongoing management of a capacity strengthening marketplace that has continued to service the CSO sector for nearly a decade.
