The Office of Civil Rights (OCR) is an independent office in USAID. The Office supports the USAID mission to administer international development and humanitarian assistance by providing leadership, strategic direction, guidance, and technical assistance and advice to Agency leadership and management and educating the entire USAID workforce regarding the Agency’s EEO Program functions and their EEO rights and responsibilities.

OCR investigates all identified demographic data triggers through the Barrier Analysis Working Group (BAWG). The BAWG, composed of Agency partners, contributes to the preparation of the MD-715 report. OCR tracks accomplishments and progress toward planned activities, data mines MD-715 data tables, and analyzes workforce data. The Agency’s workforce demographic analysis (race, ethnicity, sex, and disability status) is based on the employment lifecycle (outreach, recruitment, hiring, employee development and advancement, and retention) where employees’ conditions, benefits, and/or privileges of employment may be affected by discriminatory policies, processes, or practices. OCR coordinated with key partners from across the Agency to analyze USAID’S federal workforce data and assess the Agency’s current efforts to identify and eliminate barriers that impede equal employment opportunities in the workplace.

Management Directive 715 Report

Equal Employment Opportunity Commission Management Directive 715 (MD-715) is policy guidance for federal agencies to establish and maintain effective EEO programs, as required by Title VII of the Civil Rights Act of 1964 and the Rehabilitation Act of 1973. This directive requires USAID to report annually on the status of its program.
