The U.S. Agency for International Development (USAID), submits this report pursuant to Section 7019(e) of the Department of State, Foreign Operations, and Related Programs Appropriations Act (SFOAA), 2024 (Div. F, P.L. 118-47) and Section 7065 of Senate Report 118-71, which states:

“USAID Accountability Mechanism.—Not later than 60 days after the date of enactment of the act, the USAID Administrator shall update the report required under this heading in the explanatory statement accompanying division K of Public Law 117–103. ”

USAID continues work on designing and launching an accountability mechanism called USAID’s Social, Economic, and Environmental Accountability Mechanism (SEE-AM) that considers the existing statutory/regulatory requirements for accountability, and advances the Agency’s Equity Action Plan. This report includes progress since the last Report to Congress in 2023 that has been made towards developing the SEE-AM, which is one element of the Agency’s holistic approach to “do no harm” by safeguarding program participants in USAID programming.

Since the last report to Congress, the SEE-AM has held a series of internal and external consultations, conducted research on existing accountability policies related to social and environmental safeguards, piloted standard operating procedures (SOPs) on several case studies, launched an internal webpage, completed a communications plan, developed a case management system, and has drafted an operational policy in the Agency's system of directives (also known as the Automated Directives System), and initiated the rulemaking process.
