The Science, Technology, Innovation, and Partnerships (STIP) Annual Program Statement (APS) is a platform that allows USAID to collaborate and engage with higher education institutions and other diverse partners creatively. By investing in scientific, technological, and innovative approaches to development challenges, USAID builds inclusive communities while achieving progress in addressing critical development challenges.
- Science: Increase the use of scientific research to improve development outcomes and make evidence-based policy and programming decisions.
- Technology: Advance the use of enabling technologies and data-driven approaches to empower underserved communities and improve development effectiveness.
- Innovation: Increase the adoption of high impact development solutions and the effective use of innovation models and design practices.
- Partnerships: Advance the use of private sector engagement, new collaborative approaches, and cultivation of entrepreneurial ecosystems to accelerate and scale development impact.
In today’s rapidly evolving development landscape, leveraging the world’s best thinking is critical to solving development challenges. USAID invests in science, technology, innovation, and partnerships to generate creative approaches in achieving development outcomes. The STIP APS provides a channel for USAID to easily engage with the higher education community and its partners for an integrated, cross-sectoral approach that traditional, sector-based USAID research programming doesn’t address. Research findings, products, or solutions that come are often ineffectively applied to development problems. The STIP APS supports making research programming and innovative solutions from research more actionable so it can be effectively used, applied, and integrated into development work.
Funding opportunities through the APS are posted in the form of addenda which focus on impactful development challenges within or across countries, regions, or sectors.
- Step 1: USAID publishes an addendum to the STIP APS
- Step 2: Higher education institutions, NGOs, and partner organizations submit concept notes to an addendum
- Step 3: USAID create activity with concept notes applicant(s) who meet the addendum qualification criteria*
- Step 4: If the activity creation results in a promising intervention, concept notes applicant(s) are invited to submit full applications
- Step 5: Application is reviewed, negotiated, and awarded
