Economic Management for Stabilization

The Economic Management for Stabilization (EMS) program fosters economic stability in communities liberated from ISIS through two complementary approaches. The first is to advise regional governance actors on how to responsibly reform economic policies that can increase efficiency, effectiveness, and transparency. The second is to work directly with local business owners to improve their business operations, create jobs, and attract foreign direct investment, ultimately improving private  competitiveness. Together, these approaches help build a more sustainable economic outlook for the people of northeast Syria.

Syria Livelihoods Program

USAID’s Syria Livelihoods Program partners with local businesses to create meaningful employment opportunities in key sectors such as construction, telecommunications, skilled trades, and professional services. The Syria Livelihoods Program’s focus is on workforce development, vocational training, internships, and business coaching for vulnerable populations, such as women and persons with disabilities.

Growing Agriculture and Incomes in Syria

Growing Agriculture and Incomes in Syria (GROW) is supporting Syria’s agriculture sector and improving food security in non-regime controlled areas of northeast Syria. GROW provides technical support to important stakeholders in the sector, such as commercial and smallholder farmers, livestock and poultry producers, and farmer cooperatives. GROW is a continuation of USAID’s long standing work to support livelihoods in key economic sectors such as agriculture to ensure stability in communities liberated from ISIS.

Syria Recovery Trust Fund (SRTF)

Founded in 2013, the Syria Recovery Trust Fund (SRTF) is a multi-donor financing mechanism that channels grant funding from the international community into projects that meet the priority needs of Syrians. The SRTF is composed of 14 international donors, including the United States, Germany, and the United Arab Emirates. Contributions to the SRTF enable it to finance and implement recovery and stabilization programming across four governorates in Northern Syria in critical sectors. The U.S., through USAID, is the second largest donor to the SRTF, having contributed $70 million since its inception
