The USAID Essential Services, Good Governance, and Economic Recovery (ES) program works at the nexus of local governance, the private sector, and civic engagement to expand equitable access to essential services, good governance, and agricultural economies. ES partners with communities liberated from ISIS to restore power, water, and irrigation services; rehabilitate schools and hospitals; strengthen local governance and civil society; and revive high-growth sectors of the economy.

Electoral and Political Processes (EPP)

The Electoral and Political Processes (EPP) program promotes stability within communities in non-regime held areas of northeast Syria by improving relationships between Syrians and local governance actors through robust advocacy and consensus-building activities. EPP’s focus on inclusive participation ensures women, youth, and other marginalized groups play a key role in their communities.

Strengthening Community Resilience (SCR)

USAID’s Strengthening Community Resilience (SCR) program is building community resilience in northwest Syria by enabling the delivery of stabilization and humanitarian assistance through local Syrian partners. Through SCR, USAID works with longstanding partner, the Syria Civil Defence, more commonly known as the White Helmets, to provide lifesaving emergency response and essential services in northwest Syria. The project leverages the White Helmets’ lifesaving work and partnerships with civil society organizations (CSOs) in support of the project’s capacity building and locally led service-delivery objectives and bolstering Syrian civil society’s ability to promote human rights and accountability.
