The goal of the USAID/Timor Leste Country Development and Cooperation Strategy (CDCS) is: An inclusive, prosperous, and healthy Timor-Leste that is more self-reliant. The CDCS aims to bolster the country’s capacity to address its development challenges by improving human capacity, expanding workforce development, strengthening the business-enabling environment, and increasing government accountability. The strategy aims to seize a window of opportunity to equip youth, women, and other marginalized populations with the tools necessary to participate in and benefit from Timor-Leste’s economic growth and improving well-being for all.
In line with U.S. Government priorities in the Indo Pacific region, USAID will advance the goal through two (2) primary Development Objectives (DOs):
DO 1: Timor Leste’s Non-Oil Economy Strengthened
DO 2: Good Governance Enhanced
These DOs provide the framework for programs that will help the private sector to grow, diversify the economy, and improve government effectiveness. The accountability and transparency of key public services and institutions will be advanced through better resource management and heightened engagement with civil society organizations (CSO). Ultimately, these efforts lay the building blocks for a future Timor-Leste that draws upon its natural and human resources to build a sustainable and dynamic economy that yields shared wealth and prosperity for all segments of the population.
This CDCS was developed and finalized in 2020 as COVID-19 became a global pandemic. USAID/Timor-Leste will continue to monitor its potential impact and if needed, the Mission will re-evaluate the strategic approach.
