Russia’s brutal invasion of Ukraine has damaged wide swaths of the country’s critical infrastructure, leaving millions with disrupted basic services. This is especially true in the energy sector, and that’s why USAID is investing nearly $1 billion to repair, improve, and modernize Ukraine’s energy infrastructure to keep the lights on, ensure heating systems are working, and to provide energy needed to keep the economy going. This assistance benefits up to seven million Ukrainians through our work on energy resilience and modernization to make sure Ukraine can deliver heat and electricity to homes, hospitals, schools, and businesses, and bolster integration with European energy systems. In addition, USAID is investing in over $750 million in engineering support and construction assistance in the transportation, governance, agriculture, health, and education sectors to drive Ukraine’s recovery and ensure a better future for the country.

Energy Security Project

To secure a stable and democratic future for Ukraine, USAID’s Energy Security Project (ESP) works with the Government of Ukraine, private sector, and civil society to enhance Ukraine’s near- and long-term energy sector needs and transform its energy sector into a market-oriented, EU-integrated engine of growth.
ESP does this by helping develop competitive energy markets, providing support to help Ukraine’s energy sector integrate with Europe, assisting with the development of legal and regulatory frameworks, encouraging district heating sector reform, diversifying energy supply, and ensuring the continuity of energy and heating services for Ukrainians despite Russia’s attacks.
Energy Sector Transparency

Project Period: February 1, 2019 – December 31, 2025
USAID’s Energy Sector Transparency (EST) activity promotes Ukraine’s energy security by reducing opportunities for corruption in the sector. The activity contributes to the disclosure and analysis of public energy sector information, supports the implementation of the Extractive Industries Transparency Initiative, empowers public watchdog entities to monitor and guard against corruption in the energy sector, enables consumers to have a voice with respect to how the energy sector is regulated and governed, and helps energy sector public institutions improve their information collection and reporting systems.
Securing Power, Advancing Resilience and Connectivity (SPARC) project

Project Period: April 1, 2024 – March 31, 2029
USAID’s Securing Power, Advancing Resilience and Connectivity (SPARC) project, which builds on the work of USAID’s Energy Security Project, strengthens Ukraine’s energy security by providing strategic technical and procurement assistance to ensure affordable, reliable, and secure electricity, natural gas, and district heating. To help meet Ukraine’s war-time energy needs, SPARC provides emergency energy response procurements. SPARC also supports Ukraine to achieve reforms needed to develop competitive energy markets, integrate with the EU, and attract private sector investment.
Engineering and Infrastructure
Ukraine Reconstruction Services
Implementer: Green Powered Technology
Project Period: September 15, 2023 – July 14, 2028
USAID’s Ukraine Reconstruction Support (URS) Program assists activities across USAID/Ukraine’s portfolio to recover and rebuild Ukraine’s damaged critical infrastructure by providing access to expert engineers that support a variety of construction planning, oversight, and advisory services on international best construction and engineering practices. URS trains local partners to do the same as well. The program provides services for activities in a variety of sectors, including but not limited to energy, water and sanitation, telecommunication, transportation, health, agriculture, and education. The URS program also supports Ukraine’s integration with the EU by ensuring that new infrastructure aligns with European standards.
