On November 9, 2023, USAID and the Vietnam Chamber of Commerce and Industry launched the USAID supported Report on Public-Private Partnership Regulatory Review. The report draws on interviews from investors, regulators, advisors, and financiers to investigate challenges to implementing these partnerships in Vietnam. The report found that partnerships significantly diminished following the adoption of Vietnam’s 2021 Public-Private Partnership Law. The report recommends that the government provide detailed guidelines to implement sector-specific partnerships.
The report urges further public-private partnership regulatory reforms, including revising the 2021 law. The Ministry of Planning and Investment stated that it would take into account the recommendations of the report.
