USAID supports Palestinians and Israelis to come together on issues of common concern to build trust and advance the conditions for peace. USAID and the State Department bring together individuals of different backgrounds in people-to-people peacebuilding activities. These activities provide opportunities to address issues, reconcile differences, and promote greater understanding and mutual trust by working on common goals such as economic development and cooperation, environment, health, education, sports, music, and information technology.
Congress enacted the Nita M. Lowey Middle East Partnership for Peace Act (MEPPA), to provide up to $250 million over five years to advance peaceful co-existence between Israelis and Palestinians to enable a sustainable two-state solution. MEPPA promotes economic cooperation, people-to-people.
Conflict Management and Mitigation (CMM)
USAID’s Conflict Management and Mitigation (CMM) grants support Israelis and Palestinians, and Jewish and Arab citizens of Israel to address issues of common concern. USAID/West Bank and Gaza and the U.S. Department of State jointly manage these grants. CMM activities provide opportunities to cultivate solutions, reconcile differences, and promote greater understanding and mutual trust by working on common goals such as economic development, environment, health, education, sports, music, and information technology.
Since the program’s start in 2004, USAID/West Bank and Gaza has invested over $100 million toward 166 CMM activities.

The Nita M. Lowey Middle East Partnership for Peace Act (MEPPA)
The Nita M. Lowey Middle East Partnership for Peace Act (MEPPA) promotes economic cooperation, people-to-people peacebuilding programs, and advances shared community building, peaceful coexistence, dialogue, and reconciliation between Israelis and Palestinians. To achieve these goals, MEPPA establishes two funds and authorizes up to $250 million over five years, starting with $50 million in FY2021 funding. MEPPA designates USAID and the U.S. International Development Finance Corporation (DFC) to implement the funds.
USAID’s People-to-People Partnership for Peace Fund under MEPPA supports Israeli-Palestinian partnerships that build on a proven record of solving common economic and social development challenges through two key Initiatives. It encourages Israeli-Palestinian partnerships to build shared communities by promoting greater understanding, mutual trust, and cooperation through Israeli and Palestinian partnerships that address common social development challenges. USAID’s People-to-People Partnership for Peace Fund supports two streams of funding: the People-to-People Partnership for Peace Fund Grant Opportunity and the Building Regional Economic Bridges (BREB) activity.
