AAPD 24-04: FASCSA Orders to USAID PSCs with Individuals Under the AIDAR Appendices D and J
Purpose: The purpose of this AAPD is to inform contracting officers that the following provision and clauses must NOT be incorporated in solicitations, new and existing awards of personal services contracts with individuals issued under the AIDAR Appendices D and J:
- FAR 52.204-28 (“Federal Acquisition Supply Chain Security Act Orders—Federal Supply Schedules, Governmentwide Acquisition Contracts, and Multi-Agency Contracts”)
FAR 52.204-29 (“Federal Acquisition Supply Chain Security Act Orders—Representation and Disclosures”)
FAR 52.204-30 (“Federal Acquisition Supply Chain Security Act Orders—Prohibition”)
This deviation will remain in effect until January 7, 2026, unless rescinded or extended or formally incorporated into the AIDAR.
