Dr. Cindy Huang serves as the Director of the Office of Policy at the U.S. Agency for International Development. She is also a part-time senior fellow at the Center for Global Development (CGD). She has over 20 years of experience leading humanitarian and global development efforts across government and non-profit sectors.

Most recently, Dr. Huang was the Director of the Office of Refugee Resettlement at the Department of Health and Human Services, where she led the humanitarian response to the arrival of a historic number of unaccompanied children from Central America and oversaw the delivery of social and integration services to Afghan evacuees in the US. Previously, Dr. Huang co-directed the program on migration, displacement, and humanitarian policy at CGD, building the evidence base and shaping policies on refugee livelihoods and inclusion around the world. She also served as the Vice President of Strategic Outreach at Refugees International, where she launched the Refugee Advocacy Lab, an initiative with more than two dozen partners that grows the diverse constituency for US leadership on refugee welcome.

During the Obama administration, Dr. Huang worked at the State Department on the design and implementation of Feed the Future, the U.S. government’s global hunger and food security initiative, and on analytical tools and programs to prevent and reduce conflict. She also served as Deputy Vice President for Sector Operations at the Millennium Challenge Corporation, where she was responsible for major investments in agriculture, nutrition, education, health, and gender and social inclusion.
