OVERVIEW
The U.S. Agency for International Development (USAID) supports the Financial Services Volunteer Corps to implement a program to strengthen governance, accounting and public financial management capacity in key institutions in the Republic of Angola (GRA). The Strengthening Anti-Corruption Efforts and Procedures program enhances the oversight capacities of key government institutions and Civil Society Organizations (CSOs) to minimize fraud, waste and abuse of state resources and reinforce transparency and accountability. Additionally, the program is creating a knowledge-sharing network to connect key government institutions and CSOs across the region to promote south-south learning.
Targeted institutions include the Ministries of Finance (MoF), Ministry of Health (MoH), Supreme Audit Institution, Parliamentary committees, and key CSOs. The aim is to assist Angola build critical capacity in important public institutions and ultimately help the country improve its rankings in various international anti-corruption indexes.
ACTIVITIES
- Assess the budget process with MoF and, using the results of the assessment, strengthen MoF implementation of budget guidelines, procedures, tools, and legal frameworks, including its macro-economic analysis and reporting
- Introduce the International Public Accounting Standards (IPSAS) to MoF and MoH to ensure all relevant staff are trained on the IPSAS principles
- Strengthen the capacity of MoF and MoH budget planning, execution, monitoring, and the implementation of program-based budgets
- Enhance oversight capacities of key government institutions and CSOs to minimize fraud, waste and abuse of state resources and reinforce transparency and accountability by work close with Supreme Audit
- Institution to audit state-owned enterprises, and service-delivery ministries
- Connect key government institutions and CSOs across the region to create an “Knowledge Sharing Network” to promote south-south learning
EXPECTED ACCOMPLISHMENTS
- Trained officials from the MoF, MoH, on best practices of International Public Accounting Standards
- Strengthened capacity of CSO-Government institutions collaboration on auditing state-owned enterprises, and service-delivery ministries
- Capacitated MoF with required skills on macro-fiscal analysis and reporting
- Increased publication of audit reports
- Strengthened civil society’s efforts in budget transparency advocacy
- Increased Angola’s budget transparency score
