USAID invests in strengthening the capabilities of local actors to increase the impact and sustainability of development efforts
USAID recognizes the importance of strengthening the capacity of local organizations and institutions in Honduras. Local actors who take the lead in enhancing their communities are key to achieving sustainable development because their collaborative actions can help consolidate initiatives and sustain results over time.
Locally-led and locally-owned development has the potential to foster democratic governance, gender equality, transparency, access to justice and violence prevention; drive inclusive economic growth, while boosting food security and resilience to climate shocks; and facilitate advancements in vital sectors such as health and education.
Likewise, locally-led development can play a crucial role in addressing the root causes that lead people to migrate irregularly. By empowering their communities, local actors can increase educational and business opportunities, mitigate factors of conflict, and reinforce trust in public service delivery, all of which can contribute to community rootedness.
Hence, USAID prioritizes the foundational goal of empowering local organizations so that they are capable of spearheading community, municipal and national initiatives that promote a more prosperous, democratic, and secure Honduras.
USAID also underscores the importance of actions that capitalize on the existing strengths of local organizations and systems. Local actors have a clear understanding of the cultural, social, political and economic dynamics of their communities, and this knowledge is a strong resource to craft strategies that are relevant and tailored to the context.
USAID supports local organizations in Honduras in different ways, including direct competitive funding opportunities, sub-awards and assistance through the various programs in our portfolio, and initiatives of dialogue and consultation.
Requirements for doing business with the United States Government and USAID
Local organizations looking to do business with the United States Government and USAID must ensure that they have the ability to comply with a number of requirements. These requirements are intended to ensure that our programs and partnerships provide the best results for the foreign policy and development objectives of the United States and for the people we support.
Please note that some of these requirements involve a significant investment of time and effort. Hence, organizations should plan adequately to fulfill them. Even the best projects can be hindered if an applicable requirement hasn’t been met.
- Registration: all organizations should be registered in sam.gov prior to receiving awards. For registering, local organizations need a Unique Identity Number (UEI) and a NATO Commercial and Government Entity Code (NCAGE).
- Technical capacity: organizations should be institutionally capable of delivering the results targeted by specific awards and should have adequate financial management and monitoring and evaluation systems in place.
- Ethics and compliance: organizations must not be debarred or suspended from doing business with the United States Government, and must abide by acceptable standards of institutional ethics and transparency.
- Laws and regulations: organizations must be able to comply with all local laws and regulations as well as with the United States legislation applicable to the sought awards.
