OVERVIEW

More effective public services increase citizens’ confidence in government. Service delivery is improved when it is decentralized and governance is responsive to individual and community needs. Ma'an promotes efforts by the Government of Iraq (GOI), the Kurdistan Regional Government (KRG), and local governments to improve service delivery. Interventions are led by Iraqi partners for sustained solutions to service delivery challenges. Ma’an facilitates cost recovery for public services through increased fee collection, improved service utilization, and more climate- responsive service provision. 

GOALS

More Responsive Iraqi Government Entities: Ma’an engages citizens in the planning and execution of service delivery through technology, process standardization, and evidence-based decision-making, with an emphasis on women, youth, and other marginalized groups. 

Strengthened Democratic and Participatory Governance of Iraqi Service Delivery Institutions: Ma'an fosters collaboration between policymakers, civil society, and local communities through increased access to government information, promoting a stronger role for Iraqi NGOs in community development.

Leveraged Windows of Opportunity for Change: Ma'an enables Iraqi government officials or NGO stakeholders to champion needed change by filling gaps in expertise and information.

  • Governance is more responsive to citizen needs, and citizens are actively engaged in government decision-making.
  • Improved systems and capacity result in more accountable and transparent governance.
  • Increased public awareness of the impacts of climate change on water, sanitation, and solid waste management supports needed reforms and change.
