William M. Butterfield is an economist and Foreign Service Officer working for USAID since 2006.  He is currently the USAID Country Representative to Angola where is focus has been on changing the nature of our development partnership with the government of Angola to advance diplomatic and humanitarian foreign policy priorities.  Prior to arriving in Luanda in October 2022, Bill attended the Air War College in Montgomery Alabama.  His previous position was the Trade and Entrepreneurial Environment Division Chief in USAID/Washington, where among other accomplishments he led the drafting, clearance, and communication of USAID’s 2021 Economic Growth Policy.  Bill has served in Thailand, Egypt, Pakistan, Ethiopia, and most recently Lebanon.  Prior to joining USAID, he worked as an economist for the World Bank.  His most recent research, “A New Cold War for the Developing World? Understanding and Responding to the Belt and Road Initiative” was published in the Journal of Indo-Pacific Affairs.

Dr. Butterfield has a BA from James Madison University in Political Science, a Master of Strategic Studies from the Air War College, and a PhD in Economics from George Mason University.
