Frances Bond is a Program Specialist for the Office of Small and Disadvantaged Business Utilization (OSDBU) at the United States Agency for International Development (USAID).  She joined USAID in November 2015 from Department Homeland Security (DHS), U.S. Citizenship and Immigration Services (USCIS), were she worked as a level III Contracting Officer Representative (COR) in the Chief Information Office.  As a member of the OSDBU staff, she is currently heading up their Subcontracting program and manages a portfolio that supports USAID’s Global Health bureau. She has a Bachelor of Science degree in Management Studies from the University of Maryland.

Prior to working at USCIS, she worked in the OSDBU office for the Department of Veterans Affairs (VA) for approximately 5 years.  Her background includes working at Department Homeland Security, Secret Service where she served in the positions of Contract Specialist, Contracting Officer, and Procurement Analyst during her tenure at the Secret Service she supported the small business program goals. Her dedication and passion for small businesses continues to drive her to advocate and promote the use of small business programs within USAID.
