Eka is a seasoned expert with over 25 years of experience in rule of law, anti-corruption, and governance reforms. She has dedicated more than 14 years to spearheading transformational governance reforms in the justice and security sectors, building a distinguished career as a leader in both public and international development sectors.
In her current role as Senior Director and Anti-Corruption Practice Lead at Dexis Consulting Group, Eka oversees the implementation of anti-corruption projects across the globe. She leads the strategic design and execution of initiatives aimed at improving government accountability, transparency, and sustainable reform, contributing to the modernization of governance institutions in various countries. Her global leadership role allows her to shape anti-corruption frameworks and assist nations in building robust institutions capable of tackling corruption at the highest levels.
Eka is also a Distinguished Non-Resident Fellow at the German Marshall Fund of the United States (GMF), where she actively contributes to transatlantic democracy and governance initiatives. She is a prominent member of GMF's Transatlantic Democracy Working Group (TDWG), where she engages with policymakers and experts to address the most pressing governance and democracy challenges in Europe and North America. In addition, she serves as a member of the Ukraine Reform Working Group at GMF, where she provides high-level expertise on Ukraine’s democratic reforms and offers strategic advice on combating corruption and improving governance in the region.
Previously, Eka held key leadership roles in some of the most impactful anti-corruption projects in Eastern Europe. She served as Chief of Party for USAID’s flagship Support to Anti-Corruption Champion Institutions (SACCI) Project in Ukraine, where she managed a $25 million program aimed at strengthening anti-corruption institutions such as the National Anti-Corruption Bureau (NABU), National Agency for Corruption Prevention (NAPC), and the High Anti-Corruption Court (HACC). Her work in Ukraine, combined with her leadership of the European Union’s Anti-Corruption Initiative (EUACI), resulted in comprehensive reforms focused on institutional integrity, capacity building, and policy development across the region. These initiatives contributed to some of the most significant advancements in Eastern Europe’s anti-corruption and justice sectors.
Eka’s expertise extends beyond anti-corruption, with more than 15 years of experience in foreign policy, security, and international development. She is a member of USAID’s Advisory Committee on Voluntary Foreign Aid (ACVFA), advising on strategic priorities for U.S. development assistance. Additionally, she plays a critical role on Ukraine’s Economic Reconstruction Commission under the Center for Strategic and International Studies (CSIS), where she advises on mitigating corruption risks and fostering a robust investment climate for post war recovery scenarios.
A recognized thought leader, Eka has over 7 years of experience teaching international law, rule of law, and good governance, mentoring future leaders in governance and reform. Her academic credentials include an LLM in International Human Rights Law from the University of Notre Dame, where she graduated with honors, and a law degree from Tbilisi State University. Eka’s commitment to education extends to her roles as a lecturer and mentor for various international institutions.
Eka’s outstanding contributions to anti-corruption and governance reforms have been widely recognized. She was awarded the Presidential Order of Vakhtang Gorgasali, one of Georgia’s highest honors, recognizing her exceptional service in strengthening state leadership and governance. Additionally, she received the Medal of Recognition for her instrumental role in combating corruption in Ukraine, issued by the Director of the National Anti-Corruption Bureau of Ukraine.
