Erin Brown is the Director of the Management Bureau’s Office of Management Policy, Budget and Performance (M/MPBP) and is a member of the Senior Executive Service (SES). Prior to serving as Deputy Director of M/MPBP and now Director of M/MPBP, she launched USAID’s new Diversity, Equity, Inclusion, and Accessibility (DEIA) agenda as the Agency’s Acting Chief DEIA Officer in the Office of the Administrator, including development of its 2021 DEIA Strategic Plan and an Equity Action Plan that highlights the Agency’s key actions to address equity across its programs and partnerships. A strategy and organizational transformation subject matter expert with 25 years of experience in the public and private sectors, Ms. Brown joined the United States Agency for International Development in 2012 as a Franklin Fellow after 13 years in the private sector where she led medium and large-scale strategic planning, business process improvement, and organizational change management initiatives for defense and civilian government agencies. Prior to joining USAID, Ms. Brown was a Senior Principal at the Hay Group, a global management consulting firm, where she led the Building Effective Organizations Practice in the Federal Sector.
A two-time Gears of Government award-winner at USAID, Ms. Brown helped establish a new Safeguarding Unit to help protect recipients of USAID assistance from sexual exploitation and abuse, and launched a new Organizational Health Index to gauge the strength of USAID’s internal operations and mission readiness. Ms. Brown has also been a dedicated champion for diversity, equity, and inclusion at USAID since joining the Agency, as proven by her service as a collateral duty Equal Employment Opportunity (EEO) Counselor and four years as Chapter President of the USAID Chapter of Blacks in Government (BIG).
She holds a bachelor of arts (BA) degree in Political Science from the Loyola University of New Orleans, a master’s degree in public policy (MPP) from the University of Chicago and a master of arts (MA) in organizational sciences from The George Washington University.
