Han Kang, a career member of the Senior Foreign Service with the rank of Counselor, serves as the Acting Deputy Assistant Administrator for Global Health and Director for the Office of HIV/AIDS in USAID. He guides the professional development of the Agency’s worldwide workforce advancing global health and development diplomacy, including Foreign Service National employees and Foreign Service Officers. Mr. Kang oversees the Bureau for Global Health’s efforts to promote locally led development, aiming to expand direct collaboration with national and regional philanthropic, private, and public sector organizations based in partner countries. He leads a 387-member team to execute an annual budget of $4.7 billion from the President’s Emergency Plan for AIDS Relief to advance the HIV response in 56 countries. Mr. Kang previously served as the Acting Deputy Mission Director for the USAID Mission in Burma and led USAID health teams in Burma, Ethiopia, Nepal, Nigeria, Pakistan, South Sudan, and Zambia. He received a Distinguished Honor Award, two Superior Honor Awards, and three Meritorious Honor Awards for his accomplishments in development and humanitarian assistance.
Before joining USAID in 2007, Mr. Kang worked with the U.S. Centers for Disease Control and Prevention to investigate and control disease outbreaks in the United States-Mexico border region. He co-authored a book on HIV in South Asia and articles on global health and development. Mr. Kang began his career by providing HIV care in community clinics primarily serving Black, Indigenous, and people of color. He graduated from the London School of Hygiene and Tropical Medicine as a Fulbright Scholar, Princeton University as a Truman Scholar, and the University of California-Irvine as a Regents’ Scholar. Born and raised in Taiwan and educated in Costa Rica and the Dominican Republic, Mr. Kang is fluent in Mandarin Chinese and Spanish.
