Keisha Effiom is the Mission Director for USAID Rwanda and Burundi. She most recently served as the USAID Deputy Mission Director for Rwanda and Burundi from 2022-2024. Keisha joined USAID in 2007 as a Civil Service Contracting Officer, supporting the Office of HIV/AIDS for three years. Having a passion for international development and the role procurement plays in it, she converted to the Foreign Service in 2010. She served overseas as the Deputy Director for the Office of Acquisition and Assistance (OAA) in Nigeria, OAA Office Director in Liberia, OAA Office Director in Tanzania, and the Regional OAA Office Director in West Africa. She is a proud recipient of the 2018 Mission Contracting Officer of the Year Award from the Office of Small and Disadvantaged Business Utilization. Before joining the Foreign Service, she worked for the Department of Justice as a contracting officer, serving 50 United States Attorney's Offices, and she was an elementary Science and History school teacher for District of Columbia Public Schools. After working in procurement for 17 years, Keisha left the backstop to begin her career in Senior Foreign Service as the Deputy Mission Director for USAID/Rwanda in August 2022. A native of Washington, DC, Keisha completed her undergraduate degree in Legal Communications and Elementary Education at Howard University.
