Laila ElGohary serves as USAID’s Executive Secretary in the Office of the Executive Secretariat (ES). Laila is responsible for the oversight and management of operations in ES and the Office of the Administrator, and she will also serve on USAID’s executive and crisis management committees.
Prior to joining USAID, ElGohary was the White House Liaison and Director of National Outreach for the U.S. General Services Administration. In this role she was responsible for the appointment process of GSA leadership positions, the agency’s relationship with the White House and external stakeholders, and oversaw the Offices of the Regional Administrator.
ElGohary brings substantial technology experience to the position along with a strong background working in government, having served under the Obama Administration White House as Director of Technology and Operations at the Office of Presidential Personnel.
Prior to joining GSA, she was the Chief Technology Officer for the first virtual, Emmy-nominated inauguration in history, and the Deputy Chief Technology Officer for the Biden campaign.
ElGohary has run advocacy and elections programs on five continents, focusing on supporting working families. She has advised on large scale technology programs, strategic communications and political planning.
ElGohary is a graduate of American University in Cairo, where she received her Bachelor of Arts degree in Political Science with a minor in Philosophy.
