McDonald C. Homer’s previous assignment was as the Director for the Office of Humanitarian Assistance in South Sudan.  Since joining USAID in 2002, he has served as the Private Enterprise Development Team Leader in Bangladesh;    Agriculture and Economic Growth Team Leader in Liberia; Deputy Office Director for Economic Growth in Pakistan; Division Chief for Economic Growth in the Africa Bureau’s Office of Sustainable Development; and, Deputy Development Advisor at the United States Southern Command (USSOUTHCOM).

He began his international development career as Peace Corps volunteer in Liberia, West Africa.  Prior to USAID he was the Country Representative for Africare, a non-profit organization, in Zambia, Zimbabwe, and South Africa. He also worked for the National Center for Appropriate Technology, the United States Department of Agriculture, and the University of Florida.  He has BSc. in plant science from Rutgers University (Cook College), graduate degree in Agronomy from Iowa State University, and a MSc. Degree from the National Defense University (Eisenhower School) in Strategic Security Studies.  He will complete his doctorate in education (EDD) from the University of Miami in 2022.

Mac’s hometown was Newark, New Jersey but now resides with family in Bowie, Maryland.  His favorite pastimes are astronomy, chess, and tennis.
