Rebecca Hammel is the Foreign Service Deputy General Counsel and is based in Washington, D.C. She joined USAID in 2009. Her past assignments include serving as the Resident Legal Officer for Kosovo, Albania, North Macedonia, Serbia, Bosnia and Herzegovina, and Greenland, the USAID/Regional Development Mission for Asia in Bangkok, Iraq and Colombia. She has served as the Federal Women’s Program Coordinator for Embassy Bogota and Embassy Pristina, and Co-chair for the Embassy Pristina Diversity and Inclusion Council. Prior to joining USAID, Ms. Hammel worked for the Department of State in the Visa Office, Division of Legal Advisory Opinions. In this capacity, she provided immigration law advice to consular officers, completed the Presidential Management Fellow program, and served brief stints as a consular officer in India, Bolivia, and Peru.
Ms. Hammel is fluent in Spanish and is a graduate of the Georgetown University Law Center (J.D. 2004) and the University of Notre Dame (B.A. in Anthropology, Spanish, and History 1999).
