Ms. Rebecca Latorraca is a Foreign Service Officer with the U. S. Agency for International Development (USAID). She began her tenure as Mission Director to the USAID/Dominican Republic in April, 2021. She has worked for the federal government for more than 29 years.
As Mission Director in the Dominican Republic, Rebecca Latorraca is responsible for the implementation of a $251million dollar, five-year Country Development Cooperation Strategy with the goal to promote a more secure and inclusively prosperous Dominican Republic that advances local and transboundary resilience.
Ms. Latorraca served as the Deputy Mission Director in Cairo, Egypt from August 2016 to June 2020. Prior to serving in Cairo, Egypt, Ms. Latorraca was the Director of the Office of Planning, Learning and Coordination of the Economic Growth, Education and Environment Bureau in Washington, D.C. She served as Deputy Mission Director in Russia. Ms. Latorraca served as Supervisory Program Officer in Bolivia and Croatia, and as Project Development Officer in USAID/Egypt and at USAID/Washington and has been a recipient of the USAID Distinguished Honor Award.
Before joining the Foreign Service, Ms. Latorraca worked in USAID/Ukraine and in USAID’s former Europe and New Independent States Bureau as a Project Development Officer. She began her professional career in the private sector.
A native of Wisconsin, Rebecca Latorraca holds an M.A. in International Development from American University. She received her B.A. in Economics from Lawrence University in Appleton, Wisconsin.
