Roman Napoli serves as the Deputy Assistant Administrator in the Bureau for Planning, Learning and Resource Management (PLR) where he is responsible for the formulation, justification, and execution of the Agency’s program budget. He serves as the top advisor to USAID’s leadership on the budget. In this role, he ensures the perspective of the Agency and its experts in every aspect of the resource process, ensuring that foreign assistance is informed and influenced by U.S. development interests. Mr. Napoli also oversees PLR’s Office of Learning, Evaluation, and Research. Prior to joining the PLR team, Mr. Napoli served as Director of the Office of Budget and Resource Management where he also managed the Agency’s program budget. 

Mr. Napoli has served in numerous leadership positions in the Department of State and USAID and has operated as an integral part of USAID’s leadership team. He previously served as the Policy Director in the State Department’s Office of Foreign Assistance, co-led USAID’s Transformation, worked in the Front Office of USAID’s Policy, Planning, and Learning Bureau, and served as Agency’s first Deputy Program Management Improvement Officer. Additionally, he previously led the Office of Budget and Resource Management, ensuring billions in new resources to address Ebola, Zika, and to counter the Islamic State of Iraq and the Levant. 

He holds a Master’s degree in Public Service Administration from the George Bush School of Government and Public Service at Texas A&M University and is a Distinguished Graduate of the Eisenhower School for National Security and Resources at the National Defense University.
