Description of Organization: This position is located in FTF-OCI. REFS coordinates across USAID Missions, Bureaus, and Independent Offices to foster a world in which all people have sustained access to safe water, nutritious food, a healthy environment, and improved livelihoods.

Duties and Responsibilities: FTF-OCI supports regional and country strategic planning and program implementation for agriculture, resilience, nutrition, and water and sanitation. FTF-OCI serves as the primary interlocutor between Washington, DC and the field. FTF-OCI analyzes performance data, disseminates learning, and incorporates state-of-the-art approaches and innovations into country programs.

The incumbent provides high-level technical assistance to Missions on the implementation of REFS-supported strategies, initiatives, and programs. The incumbent supports Missions, including virtual or in-country technical assistance across the program cycle; maintains in-depth technical and programmatic knowledge of countries of responsibility; prepares briefing materials and reports on issues and meetings related to assigned countries to senior leadership; promotes learning and collaboration across USAID's Regional and Pillar Bureaus; works with other FTF government agencies to develop resilience and food security strategies; develops communications and disseminates information critical to programmatic success; travels to Missions at least once per year to provide technical support; integrates agriculture-led growth, resilience, nutrition, water security, sanitation and hygiene, and inclusive development into Mission programs; supports program analysis; enhances private sector engagement and the scale-up of private investment in REFS-supported countries; and represents REFS-supported strategies, initiatives, and portfolios internally and externally to various stakeholders.

Specialized Experience: For the FL-02 (GS-14 equivalent) grade level, you must have one year of specialized experience at the FL-03 (GS-13) grade level or equivalent. Specialized experience is defined as: providing technical guidance and advice to Missions, management, and other stakeholders to achieve food security program goals and objectives.

Education Requirement: 

  • At the FSL-02 level, at least a graduate degree is required.

Conditions of Employment: 

  • Must be a U.S. citizen. Candidates must indicate citizenship on their application. If citizenship is not stated, the application will not be considered; and
  • Must be eligible to obtain and maintain a Secret-level security clearance.
