BACKGROUND

The Fiscal and Accounting System of Tunisia (FAST) advances the e-governance and economic reform priorities of the Government of Tunisia (GoT). The project supports the Ministry of Finance (MoF) by enhancing its public financial management information system (PFMIS) to increase efficiency, transparency, and predictability of public finances while strengthening the capacity to carry out fiscal, budgetary, and revenue collection mandates. PFMIS modules include a set of IT solutions that enable governments to plan, execute, and monitor budgets by assisting in prioritization, execution, and reporting of expenditures and transparent revenue reporting.

OBJECTIVES

  • Enhance the GOT’s capacity to manage public finances and implement public financial management (PFM) reforms.
  • Support strengthening and implementation of taxpayer e-services. 
  • Improve communications, engagement, and consultative capacity between the GoT, private sector, and civil society.

ACTIVITIES

  • Enhance public financial management through the development and deployment of the Public Finance Management Information System (PFMIS). 
  • Provide training for Ministry of Finance staff to reinforce the use of PFMIS functionalities and build capacity in IT project management. 
  • Optimize financial processes and implement e-services for greater efficiency and transparency. 
  • Facilitate engagement between the Government, private sector, and civil society to foster collaboration and feedback.

ACHIEVEMENTS

  • Conducted an information system diagnostic for the Ministry of Finance (MoF) to select PFMIS modules to upgrade, determine the upgrade approach (custom develop or commercial-off-the-shelf solution), and identify implementation prerequisites. 
  • Created an online registration platform for businesses. 
  • Developed and launched the RNE (National Business Register) website portal. 
  • Developed and delivered a Macroeconomic budgeting model for Tunisia. 
  • Conducted business process mapping and reengineering for debt management and prepared requirements for an upgraded debt management information system. 
  • Developed and delivered a debt decision support system (DSS) for the Public Debt Department. 
  • Trained more than 400 executives of the Ministry of Finance in IT tools and management methods. 
  • Assessed information system infrastructure and governance for a strategic upgrade of the MoF data center. 
  • Enhanced the MoF data center with hardware, software, and training.
