OVERVIEW
The USAID Governance Activity in Turkmenistan (GAT), in partnership with the Government of Turkmenistan, supports the nation's governance, legislative and socio-economic progress. By promoting transparent, inclusive governance, and advancing evidence-based lawmaking, GAT paves the way for sustainable economic and social development. This initiative aligns with U.S. strategic interests in Central Asia by supporting Turkmenistan's independence, resilience, and integration into the global economy while fostering democratic values.
OBJECTIVES
GAT has four interconnected objectives that will enhance Turkmenistan's governance and socio-economic development:
Strengthen implementation of laws and delivery of services
Enhance e-governance for efficient service delivery
Empower and support civil society organizations
Improve policy development and lawmaking processes
GAT works closely with key institutions such as the Ministry of Finance and the Parliament to strengthen Turkmenistan’s legal foundations and enhance government capabilities to develop and implement evidence-based policies. The project supports Turkmenistan’s digital transformation by improving e-governance and transparency in decision making, and increasing access to information and services, especially for marginalized populations. It empowers civil society organizations (CSOs) through advocacy skills enhancement and better communication with the government and citizens, fostering participatory governance. In collaboration with Turkmenistan’s government, GAT enhances the investment climate and promotes financial transparency, contributing to sustainable economic development. These efforts align with broader U.S. Government strategy for Central Asia and Turkmenistan’s National Action Plan for Socio-Economic Development, contributing to local development while supporting economic and social objectives.
ANTICIPATED KEY RESULTS
- Increased efficiency and access to public services at national and local levels
- Stimulated growth in private sector investment, leading to economic diversification and regional integration
- Improved social protection systems and enhanced citizen participation in governance processes
- Enhanced employment opportunities and economic participation for individuals with disabilities
- Expanded access to services for citizens and businesses through increased use of e-governance services
- Improved processes for policy development and implementation, aligned with international best practices and agreements
These anticipated results demonstrate GAT’s commitment to fostering sustainable socio-economic development and strengthening governance capacities in Turkmenistan.
