Building Resilience in Vietnam’s Mekong Delta

Climate Change, Energy and Environment

Body
The U.S. Agency for International Development’s (USAID) work in environment and climate change in Vietnam focuses on improving environmental security. This includes mitigating greenhouse gas emissions, building resilience to the impacts of climate change, conserving biodiversity, reducing pollution, and strengthening disaster preparedness and response. To advance these efforts, USAID partners with Vietnam to transition to clean energy, strengthen protected area management, expand sustainable forest management, counter wildlife trafficking, and engage with local communities on environmental pollution issues, such as air pollution, waste management, and water conservation. 

Health

Over the past several decades, the Government of Vietnam (GVN) has made remarkable strides in improving the health of the country’s citizens. However, much remains to be done in the areas of HIV, tuberculosis (TB) and global health security.

Higher Education

Body
USAID is supporting Vietnam’s efforts to modernize its higher education system. In partnership with U.S. higher education institutions and the private sector, USAID is helping Vietnamese universities to improve academic quality and enhance institutional governance to serve as modern models of higher education and drive Vietnam’s socio-economic development.

Improving Governance for Economic Growth

The U.S. Agency for International Development (USAID) partners with Vietnam to address key challenges in economic governance, private sector competitiveness, and workforce readiness for the digital economy. USAID also supports Vietnam to build its digital economy, which is projected to grow to $39 billion in 2025 and form a key driver of the country’s growth.

Improving the Quality of Life of Persons with Disabilities

Over the last 30 years, the U.S. Government has contributed more than $155 million in assistance to persons with disabilities in Vietnam. Since the establishment of the global Leahy War Victims Fund in 1989, the U.S. Agency for International Development (USAID) has worked to increase access to a wide variety of programs benefiting people with disabilities in conflict-affected countries worldwide. In Vietnam, U.S. assistance has addressed medical and social needs, improved disability policies, and reduced physical and social barriers. USAID is currently focused on providing services for persons with significant disabilities in areas heavily sprayed with Agent Orange during the U.S.-Vietnam war. This work contributes to both countries’ efforts to overcome war legacies and strengthen the bilateral partnership.

Vietnam Digital Trade

Over the past two decades, U.S. Agency for International Development (USAID) support has helped improve Vietnam’s openness to trade and increased trade substantially. U.S.-Vietnam bilateral trade during this period has grown from about $3 billion to more than $139 billion. Building on this support, USAID’s Vietnam Digital Trade activity partners with the Ministry of Industry and Trade (MOIT) to help address regulatory gaps and promote private sector engagement in the rapidly growing digital economy.

Environmental Education Program

Through the first direct grant to a Vietnamese public university, USAID and Can Tho University (CTU), the leading university in the Mekong Delta, are partnering to advance climate change education and action in the region.

Fulbright University Vietnam Growth and Sustainability

Body
Launched in 2016, Fulbright University Vietnam is Vietnam’s first independent, not-for-profit, liberal arts university. Founded on Vietnamese-American partnership, the Fulbright model is based on American traditions of rigorous liberal arts education, and is firmly rooted in Vietnam’s culture and heritage. U.S. government support for Fulbright dates back to 1994 with the establishment of the Fulbright Economics Teaching Program, which became the foundation of Fulbright’s graduate school. The U.S. Agency for International Development’s (USAID) continues to support Fulbright to build a strong and sustainable higher education institution, delivering world-class education, and serving as a vanguard in Vietnam’s efforts to reform its higher education system. Fulbright’s first undergraduate class graduates in 2023. 

Improving Access, Curriculum and Teaching in Medical Education and Emerging Diseases (IMPACT MED) Alliance

Environmental Remediation

Dioxin Remediation at Bien Hoa Air Base Area Project

Body
Bien Hoa Air Base was the primary Agent Orange storage and handling site during the U.S.-Vietnam War and is the largest remaining dioxin hotspot in Vietnam. In 2016, USAID conducted an assessment at Bien Hoa and identified nearly 500,000 cubic meters of dioxin contaminated soil in need of clean-up. Launched in 2019, USAID’s Dioxin Remediation at Bien Hoa Air Base Area Project is remediating dioxin-contaminated soil to reduce the risk of exposure to people on the air base as well as in the communities that border it, and to restore the land for full use. This project is a critical effort for the U.S. and Vietnam’s shared priority of overcoming the legacies of war and expanding and deepening our partnership for the future.

Environmental Remediation of Dioxin Contamination at Danang Airport Project

Body
At the request of the Government of Vietnam (GVN), the U.S. Government agreed to complete the environmental remediation, or cleanup, of the Danang Airport due to high dioxin concentrations in soil and sediment remaining from the U.S.-Vietnam War.

The United States and Vietnam have partnered for decades on locating, identifying, and repatriating missing remains of American service members. Now, the United States is a partner in the effort to identify remains of Vietnamese.
