On August 26, 2005, the Federal Register published the Final Rule titled, 2 PART 700—UNIFORM ADMINISTRATIVE REQUIREMENTS, COST PRINCIPLES, AND AUDIT REQUIREMENTS FOR FEDERAL AWARDS

The federal regulation officially requires all programs, projects, activities, public communications, and commodities to be "marked," or to visible bear, the USAID Standard Graphic Identity (pictured below) that clearly communicates our aid is, "From the American people."

Beneficiaries of U.S. aid receive billions of dollars of foreign assistance every year, often with little to no awareness that the assistance is provided by the American people. American aid is clearly one of the "good-news stories" overseas and yet too little attention has been paid to making that story visible.
