USAID’s HIV/AIDS Systems and Program Sustainability work provides technical leadership and strategic direction on issues related to systems strengthening and financing of HIV/AIDS programs. Through PEPFAR, USAID seeks to strengthen the sustainability of country impact, accountability, and shared responsibility for coverage of prevention, care, and treatment services by increasing partner country domestic resource mobilization and strategic investments.
Our work in Systems and Program Sustainability includes:
Providing expertise to support health finance and economics program design and implementation.
Providing support to the missions in the development and implementation of best practices and innovations related to human resources for health to improve HIV/AIDS outcomes and to sustain national HIV/AIDS programs.
Supporting analyses, designs, and implementation of private sector and total market approaches to increase access to and improve the sustainability of HIV prevention and treatment services.
Building the capacity of local governments and organizations (public, private and civil society) for improved, locally-led, and more sustainable HIV/AIDS service delivery.

Sustainable Financing
USAID's investments in sustainable financing in both the public and private sectors is important for finding efficiencies in how existing resources are used, identifying new sources of financing for health, and supporting country governments to make choices based on evidence when prioritizing and programming health resources.
Human Resources for Health
USAID, through PEPFAR, has been on the forefront of advancing Human Resources for Health (HRH) by strengthening host-country government health workforces and systems for optimal planning, management and training.
Local Partner Transition
USAID has steadily expanded access to the delivery of HIV prevention, care, and treatment services by local organizations and partner country governments for people living with HIV and their communities.
Private Sector Engagement
By leveraging the private sector, USAID helps diversify funding streams for the HIV response, fosters innovation, and leads to improved efficiency and sustainability of the overall HIV response.
