Programs Division

The Programs division is responsible for formulating and implementing USAID’s small business policy and programming guidance.  This is achieved through the development  and implementation of a Small Business Strategy, internal and external small business training, Subcontracting, Goaling, Policy and Localization and Mission engagement.  

The Program Division is led by a Deputy Director who serves as the senior advisor to the OSDBU Director and in the role of Agency expert on all matters concerning small business procurement policies, regulations, procedure and implementation.

The  Programs Division has dedicated Program Officers and Program Specialists for each area of responsibility and further supports the office and the Agency by providing USAID staff with guidance in all areas relating to the Small Business Programs/Contracting in Washington and Oversees.  The programs division also seeks to shape federal small business programs policy and procedures by presenting at congressional hearings and responding to congressional inquiries, participating in inter-agency think tanks, and intra-agency senior level decision meetings.
