On October 28, Vietnam Prime Minister Pham Minh Chinh signed Decision 1813/QD-TTg approving a plan to promote non-cash payments in Vietnam between 2021 and 2025. The plan includes recommendations developed by the Central Institute for Economic Management (CIEM) in coordination with USAID’s Linkages for Small and Medium Enterprises (LinkSME) project. For example, the plan calls for the use of utility services to promote non-cash payments as well as providing guidance on preferred technical infrastructure and technology, which were developed with input from CIEM and USAID. These efforts are part of USAID LinkSME’s support to the Government of Vietnam’s implementation of its Resolution 02, an initiative to improve the business environment and national competitiveness.
By supporting business-friendly legislative enactments that promote the migration of SMEs to the digital economy, USAID helps improve the business environment and strengthen the business linkage framework.
