USAID Policy on Locally Led
Humanitarian Assistance
The Locally Led Humanitarian Assistance Policy outlines USAID’s vision and goals for advancing locally led emergency response, early recovery, resilience, and disaster risk reduction.
USAID is committed to putting local communities at the center of humanitarian work.
Local organizations are often the first to respond to humanitarian crises, offer unique contextual knowledge and expertise, and have deep connections with affected communities. Partnerships with local actors are vital to providing accountable, effective, and efficient humanitarian assistance.
Through the Locally Led Humanitarian Assistance Policy, USAID sets out five goals to realize its vision of placing local communities at the center of humanitarian work:
POLICY GOALS
- Accessible Funding to Local Humanitarian Organizations
- USAID’s Internal Capacity for Humanitarian Partnership
- Humanitarian Partner Capacity and Mutual Learning
- Local Humanitarian Leadership
- Humanitarian Diplomacy and Policy Leadership
