Within six months of the release of its new policy, USAID will develop and begin to implement a plan to regularly measure, monitor, and evaluate ongoing scientific integrity activities and outcomes. The plan will include a roadmap of activities and expected outcomes, the steps needed to assess the processes and outcomes, the methods and metrics to be used, and how the data will be analyzed regularly for ongoing improvement of SI processes, procedures, and policies. As outlined in the figure below, USAID will monitor our progress along the following five general lines of effort:

  1. establishing and implementing scientific integrity policies and practices;
  2. demonstrating engaged and supportive leadership;
  3. promoting the transparent and free-flow of scientific information;
  4. ensuring accountability; and
  5. strengthening international scientific integrity capacity.

USAID’s plan will include metrics and a timeline for the frequency of data collection, analysis, review, recommendations, and for implementing those recommendations. Monitoring and evaluation results, recommendations, and policy and procedure changes initiated will be reported to Agency leadership annually, to the White House Office of Science and Technology Policy biennially, and will be made available to Agency staff and the public in a timely manner on this webpage.
